Conversation Management

Manages the lifecycle of conversation threads in the Conversations table. Responsible for finding or creating conversations when a message arrives, tracking state transitions (active_agent, active_human, paused, closed), maintaining the rolling AI summary, and closing stale conversations. All other 09.xx subprocesses call this service to read or update conversation state.
