Outbound Message Dispatch

Renders and sends outbound messages via WhatsApp. Handles two categories: (1) template-based messages triggered by other processes (Orders, Delivery, Acquisition) which are sent directly without review, and (2) free-text messages from founder replies or founder-approved AI drafts. AI-generated text never reaches this process without prior founder approval. Every outbound message is logged to the Messages table (Status = Sent) and linked to the conversation thread. Supports bilingual delivery (ENG/RUS) based on customer preference.
